Sewage Lagoon Upgrades – Moose Cree Nation

The community is located approximately 320 km north of Timmins, Ontario on Moose Factory Island.  Moose Factory Island is accessible via the Wetum winter road connecting Moose Factory Island to Otter Rapids Road which leads to Highway 634.  Moose Factory Island is also accessible via the Town of Mooseonee via winter road in winter, barge during the summer and small passenger boat or helicopter during shoulder seasons.  The Town of Moosonee is accessible via plane or train. There is no year-round road access. The purpose of this request is to select qualified contractors who will be invited to bid for the tender for the work associated with the sewage lagoon upgrades. This will be a non-public pre-qualification opening.

The general scope of work consists of:

• Removal, dewatering and disposal of sludge from the existing lagoon using geotubes
• Upgrades to the existing lagoon cells including:
  • Raising the dikes of one of the existing cells
  • Installing new intercell pipe and valve assemblies
• Tree clearing and peat removal
• Construction of three new geomembrane lined submerged attached growth reactor (SAGR) cells east of the existing lagoon, including installation of pre-cast concrete inlet chamber, and three liquid level control manholes
• Construction of a wood frame blower building with grade beam, footing and column foundation. The building footprint is approximately 13.3 m x 12.2 m
• Installation of mechanical and electrical systems inside the blower building
  • Mechanical systems include aeration piping, sample line piping, HRV installation, and installation of pre-arranged aeration equipment
  • Electrical systems include building PLC, MCC, and exterior genset
• Underground piping works including the following approximate quantities
  • 330 m of water service piping to the new blower building
  • 60 m of sewer service piping for the new blower building
  • 340 m of treated effluent sample piping
  • 700 m of aeration header trenching
  • 305 m of SAGR inlet and outlet piping
• The lagoon and SAGR aeration system has been pre-arranged with Nexom Inc. Contractor to sign a Novation Agreement and co-ordinate installation works with Nexom.
